After the last WTO session ended in acrimony in
Seattle in 1999, many hope that the Qatar meeting
will bring new impetus to the globalization
process. It may be a foregone conclusion that a
fresh round of free-trade talks will get off the
ground, but balancing the polarized agendas of
developed and developing countries will be a hard
task.
